HASA Takes A Stand



"New HASA Rents On October 3, 2006 the New York City supportive housing community was informed that NYC HASA (HIV/AIDS Services Administration) was being mandated by the NYS OTDA (Office of Temporary and Disability Assistance) to drastically alter their tenant rent structure. Previously tenants living with AIDS, funded by HASA, paid 30% of their income in rent. This is the standard for low and affordable housing programs nation-wide. On October 3rd, supportive housing providers were informed that for their 2,200 tenants that receive income beyond their public benefits (i.e. employment income, SSI, SSD, etc.), they will now have to forfeit all of their monthly income, less $330. This $330 leaves them with only $11 a day. The Network is actively working with the New York City AIDS Housing Network (NYCAHN) and other advocacy organizations to reverse this State decision. On October 30th, a federal judge put a 45-day halt to rent increases in response to a suit by lawyers for Housing Works on behalf of tenants, while the increases' legaility is examined."
